What is zoning, and how does it work in Iosco Township?
Zoning regulates land use to protect community health, safety, and welfare. Iosco’s Zoning Ordinance divides land into districts (e.g., Agricultural-Residential) with permitted uses. Amendments require Planning Commission review, county input, and Board approval.
What is a solar overlay district?
A solar overlay designates areas where utility-scale solar facilities may be allowed, overlaid on existing zoning. It guides potential development but does not mandate it or require landowner leases.
What recent amendments were made to the solar zoning ordinance?
In summer 2025, the Board adopted the Planning Commission’s recommended ordinance amendments, including a ~900-acre solar overlay in the Buurma Farms area
What is Michigan Public Act 233 (PA 233)?
PA 233 (2023) sets state rules for large solar projects (50MW+). It requires developers to seek local approval first via a Compatible Renewable Energy Ordinance (CREO). If denied or delayed, they can appeal to the Michigan Public Service Commission (MPSC).
What is a Compatible Renewable Energy Ordinance (CREO)?
CREO aligns local rules with PA 233 for local control over large solar projects. It does not prevent overlays. Iosco’s CREO ensures developers approach the township first, avoiding direct state appeals or lawsuits.
On October 16, 2025, the Board unanimously adopted the CREO. This strengthens township oversight of solar proposals.
What are DTE’s conditional rezoning requests?
DTE submitted two applications in fall 2025 for utility-scale solar:
Bull Run to Roberts: ~900 acres (fully outside the overlay).
Buurma Farms: ~980 acres (partially outside and larger than the overlay).
What is conditional rezoning?
A rezoning that changes land (e.g., from Agricultural-Residential) to allow specific uses like solar, with attached conditions (e.g., setbacks, decommissioning plans, 3-year term). It expires if unused.
What is the current status of DTE’s requests?
Both were tabled at the October 16, 2025, meeting after public input. Next hearing: December 18, 2025, at 7 p.m., Iosco Township Hall.
